Heritage controls are among the most consequential constraints you can encounter on a project. They affect what you can build, how you must document it, and who must approve it. Understanding them early — before design begins — is what separates successful heritage projects from costly mistakes.
Additions should be clearly contemporary — distinguishable from the original fabric — while respecting scale, massing, and setback. The preferred approach is to set additions back from the principal elevation so the heritage fabric reads as primary.
Materials should be chosen for their compatibility with the existing palette without mimicking it. Glass, steel, and expressed timber are common approaches. Colour, texture, and profile all matter.
Councils and Heritage Victoria will assess whether the addition "overwhelms" the heritage place. Height and bulk relative to the original structure is typically the key test.
Adapting a heritage building to a new use is often the best heritage outcome — a building in active use is maintained. The key challenge is accommodating contemporary functional and regulatory requirements without destroying significant fabric.
Services (hydraulic, electrical, mechanical) often require the most careful routing. The preferred approach is surface-mounted or reversible installation rather than chasing through original walls or floors.
Accessibility upgrades — ramps, lifts, accessible amenities — are increasingly expected even in heritage contexts. These require careful siting and design to minimise impact on significant fabric.
New infill buildings in heritage streetscapes must respond to context — setback, rhythm, scale, and roof form — without copying adjacent heritage fabric. The aim is to read as "of its time" while being respectful of its neighbours.
Height controls in Heritage Overlay areas often restrict new buildings to no higher than the predominant street wall. DDO schedules frequently apply additional constraints on top of the HO.
Pre-application meetings with council heritage advisors are strongly recommended before lodging a planning application. Understanding the advisor's reading of the context can significantly reduce risk.
Original fabric — masonry, timber joinery, plasterwork, roofing — should be retained and repaired in preference to replacement. Like-for-like repair using compatible materials is the standard approach.
Inappropriate previous repairs — cement pointing over lime mortar joints, cement render over brick — often cause more damage than the original defect. Part of heritage conservation work is often undoing earlier interventions.
Specialist conservation trades are required for significant fabric. Standard building contractors rarely have the skills for lead flashings, lime plastering, or heritage window restoration. Allow adequate lead time to source and engage these trades.
